May a district use the T-PESS evaluation system for an assistant principal?

T-PESS was developed by the Texas Principal Evaluation Steering Committee for the purpose of;

  1. continuous growth and improvement of principals,
  2. to guide reflection of principals and improve their effectiveness,
  3. to guide professional development growth opportunities and programs for principals and
  4. to improve leadership quality of principals.

T-PESS is the first state-developed evaluation process made available to districts for principal evaluation and that is its primary purpose. However, in the Texas Education Code, 150.1028 (b). Appraisal of Campus Administrators other than Principals, there is mention that:

  • b) A school district may use the Texas Principal Evaluation and Support System (T-PESS) to appraise campus administrators other than principals provided the school district makes appropriate modifications to ensure that the T-PESS rubric and components fit the job descriptions of the campus administrators other than principals evaluated with the T-PESS.

This provision, which allows the possibility of using TPESS with other administrators, requires that the rubric and component fit the job descriptions of these administrators.
